One-to-One Devices in Juvenile Justice Facilities: Obstacles and Solutions

Introducing one-to-one devices like Chromebooks into secured juvenile facilities offers a promising path to personalized learning, but it also presents unique challenges. Security concerns are a major obstacle, as facilities must strictly control internet access and prevent misuse of technology. Additionally, many facilities lack the necessary infrastructure, such as reliable Wi-Fi or updated IT support, making device management difficult. Another hurdle is student engagement; without strong instructional design and consistent guidance, students may become disengaged or misuse the devices.


To overcome these challenges, facilities must prioritize secure, filtered networks and utilize devices in locked-down modes that restrict access to approved educational content only. Investing in offline educational tools and downloadable curricula can also mitigate internet access issues. Staff training is critical; educators and facility staff should be well-versed in managing both the technical and educational aspects of one-to-one programs. Regular maintenance schedules, clear usage policies, and restorative discipline practices (rather than harsh punishments for tech misuse) help create an environment where technology supports growth rather than creating new risks.

As an educator in a secure facility. I have witnessed firsthand the impact that technology has had in the classroom. We work with students spanning multiple grade levels and varying knowledge levels l, which can present significant challenges.
